Her tail waggin shows that she views your training session as a positive experience and that is a very good thing. So long as she stops on command, doesn't move till released, and is focused on you.
Are you worried this will translate to flagging on birds?

I dont doubt I have less experience then a lot of folks here, but in this case I wouldnt suggest taking the collar off. I'd just leave it on while out in the field but change the experience and make having the collar on a fun time for him. Fight all temptation to use it and help build his confidence...

How old is the dog? Is it a pointing dog? Is the dog whoa broke? I'd be very cautious about stimulation to stop the chase especially if it isn't steady on whoa. The idea is to steady the dog on whoa then slowly introduce birds while giving the command.

I've seen several of Hickox videos. In one of them he uses the clicker
to mark the behavior. The collar came later after the dog knew a
learned behavior. My dog is kinda soft, so I didn't start using the collar
until she was 2. Being consistent and praise goes a long way.

I guess as a general rule, scenting conditions aren't that great when the temps are high and wind is blowing hard, but how much difference would you see. I'd use automatic launchers and pigeons to help her hold point. As soon as you know she has a good nose full of scent, pop the bird out.
