You don't owe the first trainer a thing. It's your dog, your money and your decision. Sometimes things happen, injuries, personal problems, whatever. It doesn't mean you don't have compassion, but your dog is in need of training and since the first guy wasn't able to respond for whatever reason I'd ...

Bottled scent is no great substitute for real birds. If you can, find some off season game birds and take her out to a place you can plant them. Work her into them and whether she points or not, kill a few birds over her. Getting her mouth on them will trigger a physiological response - kind of prim...

We did - went back a couple decades frozen to a HOF dog named E.T. He's still the top producer of Duals and FC's in Vizsla History. You mention he does this on pigeons - what about released game birds? Often when working dogs they become soft on pigeons, but will change attitude completely when quail, chuckar or pheasant are used.
