Most of the year you can release either sex and they should recall as long as more are in house than out. But in the spring with adult birds they will pair off and disappear on you. You live close enough to wild birds the best thing you can do with that dog is work him every chance you get on wild birds. Get a cheap blank gun and shoot that in the off season. Just stop when the birds are nesting as to not stress them out.

Be more specific on average vs great bird work. Clean bird work is a must in my book, the dog needs to be tight on its birds and intense. IF a judge is just looking at tails we could save a lot of effort and just throw a quail in a bush and walk the dog up to it!!
A Good judge will look at the entire effort of the dog.
That said your dog looks very nice and I wouldn't hesitate for a second to run him myself looking like that.

I live and hunt in PA. We have a healthy grouse population in areas and if you know them well you can do well. BUT if you don't know the area you will struggle to find birds. We have do not have the large scale population like the UP. Take the farther drive.

if i knew the bird was gone i would hit the whistle and encourage the dog to move on, they need to learn old scent. No judge wants to see a dog pointing old scent.

be careful your not trying to "fix" a problem thats not their. Some dogs when they come out of the breaking process are hesitant, stay close, and are afraid to make a mistake. as others have said supervision is key, but a quick shortcut for countersurfing is to get mouse traps and place the strategically on the counter so the dog hits it when they get up, even if they don't get their toes caught the noise will usally deter them.
