Is the locking lever completely out of the way? It's the rotating metal piece at his back that locks him in the down position. Sometimes when he tries to stand up, he can catch on it.

Here is a way we use our releaser to help steady a dog. More natural than a launcher or dizzied bird. In a releaser, the bird is free to go if he feels pressure from the dog. Works with pigeons too.
