I googled Craigslist for your area in the Farm and Garden section for Pigeons. Numerous ads for homers with the lowest shown price of $10. I use Nexguard- oral; dogs love it. Never had any flea/tick problems with it. Use Heartguard for heartworm. This year there is a new product called Nexgard Spectra. .... flea , ticks, heartworm care all in one.

Introducing pup at 7+ weeks or so to different noises ( trucks, children having fun etc... ) is a good idea.
Introducing to any kind of gun fire sounds like a horror story. This should only be done in conjunction with bird activity, at a later age.

FYI A .22 has a sharper sound than a shot gun.

so many possibilities:

I'd start with a vet check to make sure the dog is well.
Was he introduced to the gun in the wrong way?
Was an e collar used improperly?
There's a reason pup won't leave your side.
Did you see pup work with the seller?

I like a name that is 2 syllables and ends in a long vowel sound. Long enough for them the recognize it and the long vowel sound carries better if you have to call out to them at some distance. Pointing dogs can't run too fast. She probably needs more experience to work things out. It would be fairly likely to pass. The gun lobbys don't care about hunters and the population is going more toward neutral on hunting.
