With constant stimulation you need to be able to reel him in quickly (Check cord) to get the stimulation off when he is by your side. Try taking him to a field with it on. Don't hold it just let him drag it. Don't talk to him just ignore him and take a long walk. Hopefully eventually he'll get bored being beside you and want to strike out on his own checking stuff out. If it doesn't work the first time try again tomorrow.
