I think the general rule is any cooked bone (boiled, baked, smoked, bbq'd etc) is unsafe. Raw bones are ok but many folks avoid large weight bearing bone (marrow bones, knuckles, etc) for fear of cracking teeth.

Depending on the breed you're looking at there is no reason you can't find a well bred pup from a sire and dam that do exactly what you are looking to do. That's where I would start. Branch out from there if you can't find what you're looking for.

Year-round roading/running your dog on a variety of surfaces will go a long way to conditioning/toughening its feet. I've read that adding gelatin or zinc gluconate to the diet can help toughen pads. I haven't tried either so do some research to convince yourself it's worth a try (or not).

IMO go see a professional, or at least get in a puppy socialization/basic OB class. Take a few hours scouring the internet/facebook/yelp etc looking at local dog trainers/classes to find a decent one. Not easy to diagnose the issues and plan a course of action over the internet.

All cups are not created equal. Take a look at the label to see how many calories are in a cup; there's a pretty large variation in the amount of calories/cup for the various feeds. Bump the dog up to a 30/20 feed (with a higher calorie content per cup) and you likely find yourself feeding less food...

You don't need a license but make sure do not handle a gun or have any shot game in your possession in the field. I agree with above that you should buy a license and an upland stamp. You'll also need a license if you plan on shooting any planted birds while training.
