Water depth can also play into this. If you are swimming your dog in water that he can touch bottom while climbing in the water{vertical} it will take longer for him too figure this out. I wouldn't suggest repeating the command however if the dog is already displaying the desired behavior. There is no benefit to telling the dog whoa if he is already at a stop. I have never seen a PS/PF video. But my guess is they taught steady to flush and stop too shot separately. Don`t get steady too shot mixed up with stop too shot.

One more thing. Is he bird crazy? On a scale of 1-10 where would you rate him? The trainer should have showed this dog some pigeons in the yard and got him all bananas first and then move on too the field. Was this done first?
