You can add some apple cider vingar to their water, it's cheap, and a lot of guys do it a couple times a week. But as far as medicating prophalactically (sp) will lead to the ineffectiveness of the medication down the line.
At least, that's just my opinion.

Yes they are locked down. I fly more dependent on weather and cloud cover.

We feed in the evening. For young birds everytime I throw the feed in the hopper I blow a whistle. They associate the whistle with feeding time. Eventually you can blow the whistle and call them in.

I think a section like that is written to protect them. They can't enforce it but you can prove you didn't injure the pup when something happens so they will claim you didn't comply and you can't prove it either. Use a timer in conjunction with the daylight and you will see activity pick up. Even with the cold weather you should see breeding. You might lose a chick or two but not likely. We've got around 15 or so on the race team so far and it's been as cold here as anywhere.
