Chuckars running ( pen raised)

I am raising Chuckar for dog training. They are in a flight cage and fly straight up when spooked. I only go near the pen once a day. They have to fly up 6ft to food. They fly very well WHEN you get them off the ground. BUT most of the time they just run from me. Any ideas?? Has anyone made hobbles so they can not run?? I was contemplating clipping their middle toe as I put them on the ground. I have had experience with Chuckars in the past but those birds all wore blinders until plant day. Don't remember them running like these.

I use Chukar a lot. When planted in thick brush, they hardly ever move. In an open field, with the dog not around, I've seen them run 100 yards. Usually for me, when the dog gets close, they sit tight, and flush well.

that could be it. our training ground is very sparse. When I used to plant them it was in heavy cover for a paid hunt. Will try a heavy cover field.
