pigeons nesting on floor...???

Did a search "pigeons nesting on floor", didnt find anything. Is this a serious problem? I have 6 nest boxes mounted on wall. Only two nest boxes are being used at moment. I have 2 birds out of 6 that nest on floor. I have a good wire mesh floor across the ground. One nest has 2 half grown chicks on floor and today I noticed a second nest on floor with 2 eggs in it.
I dont have any pedators around, as the wife's terrier keeps them at bay. Is this anything I need be concerned about?

I have 8 nests on the floor of my big coop right now. The only problem is that sometimes the little guys just get run over by all the traffic.

I put some hay around the eggs for a few days, let mom get used to it, then I simply put the whole mess in a card board box a few days later. Problem solved. CR
