The extremely vague nature in which this is written is the most concern part. If two guys in WI were to make a bet on who shoots the biggest buck, and the loser owns the other $10, would that be prohibited?
It has all the elements: a designated prize, it's an organized competition, they're taking a wild animal. What about those "big buck contests" that local entities sponsor? Would that be outlawed?
I have a hard time believing WI would pass this without some sort of revolt.

does the bill have amendments that include pen raised game birds ?
