I think he sat in front of the computer one night when the beer rn out and had to occupy himself so he fiddled with photoshop. Looks good.

This is the best I can come up with. I've got the old photo look down, just can't get the texture to make it look like newspaper. I'm working with Photoshop Elements though (came with my laptop) and not Photoshop CS, so I probably don't have that texture filter.

On the other hand, I do have a grey-green filter that would look very nice as a "new" newspaper photo clipping, instead of using the sepia tone.

I just downloaded an "action" it does all the steps for you. I couldn't tell ya exactly what it is.

I'm pretty sure emboss is a way of raising or lowering the edges (the black fade-in border in your original posted pic).

I think I figured it out too.

I had to add a second layer with a pattern fill (something looking like a stone), then create the sepia tone on that new rock layer, then turn down the opacity to about 10% so only the wrinkles in the rock showed up, thus creating the newspaper wrinkles.

I searched near and far and could not find a newspaper or old paper texture filter to use... this was the only way I could get it. But I think it still looks good and comparable.

After looking it over again I do notice where my fault lies... I increased the zoom on my stone texture to make the wrinkles larger... I should have zoomed out to make them much much smaller.

Though, I do gotta say that I have a reason for trying to mimic what 12 Volt did here. I'm creating an "In Memoriam" page for my training partner's website and I thought the old look would be a nice touch. I think I'll stick with the old photograph look though, rather than the newspaper look.
