Re: looking for pigeons and quail.
Checked out North American Gamebird association and saw that there were at least two quail suppliers in the KC, MO area.
punch up http://www.mynaga.org/ and that should get you started on the quail.
Pigeons?? Can't help there. An over pass, a net and a flashlight. Maybe check out some farm animal auctions. If they have poultry, they often have pigeons.
Maybe your local feed grain guy can give you some leads on who is raising homers or know a farmer with a pigeon problem who will let you trap them out.

You might try V-John over on Pointing Dog Journal for pigeons.

Re: looking for pigeons and quail.
If you can't find anything closer than Boonville, I have a pigeon guy I buy from there. For quail, make sure you have your permits from MDC if you're in KCMO. I don't know if permits are necessary to keep quail in KS, but I doubt it. I get a dog training permit from MDC, allows me to hold birds and shoot them (but they must be harvested immediately - no letting them out and trying to "restock" areas).
