Is it acceptable for a pointer to wag its tail (flag) when it is on point?

For competition, no.
In general flagging is considered a fault.
If it's your personal gundog, then it depends on whether it's acceptable you.

Actually as a rabbit is considered offgame, flagging would be considered a non-event in a trial. I knowledgeable handler would either bump the dog up with the whistle or take him on.

I think flagging on fur is a different story. My young pointer has a recognizably different point on fur versus feather. She did start flagging on birds planted in launchers, but for whatever reason has not done so on wild birds.

I've got a buddy with a female that age who flags like crazy...

It's a fault in most competition venues, but she finds birds and makes him smile so he doesn't really complain.
