Vizsla Growth
I have a 9 month V who is about 24 inches tall and roughly 40-45 lbs.
I'm curious as to when most V owners dogs growth came to a halt. I know every V is different but I'm just trying to get an idea of when most do. At 8 weeks he had a mid shaft femoral fracture and was n strict kennel rest for the next 16 weeks so until 6 months. He's been exercising regularly for the last 3. I feel like the fracture may impact how muscular/large he gets.

He looks good to me.
Mine quit getting taller at 9 to 12 months, & filled out from there.
I have a 1 year old that's 23" tall & 51 lbs, and a 10 year old that's also 23" & weighs 50 lbs.

I'm not a vizsla guy, although I like them, but your pup looks good to me. Most dogs will follow that same general pattern of growing up then filling out.

My best guess? As a generalization dogs get taller until about 10 -12 months and then they stop growing up and start to fill out. Fast growth in height stops about 9 months, but there is usually some addition slower growth upwards. I have known the occasional dog that grows taller after 12 months.
It's not like you can't hunt with a 24 inch tall dog that weighs 40 pounds and he looks good, so relax and let his size do whatever his size is going to do.
I don't think a broken bone will affect his final size, except if a dog has been on restricted movement for a long time, I would be very careful to strengthen those muscles and tendons gradually. This dog really does not need a torn cruciate ligament after he's already suffered through bed rest from a broken bone,

When you say he's 24" is that at the shoulder or head? I measured mine at the shoulder.

Size
The ideal male is 22 to 24 inches at the highest point over the shoulder blades. The ideal female is 21 to 23 inches. Because the Vizsla is meant to be a medium-sized hunter, any dog measuring more than 1 1/2 inches over or under these limits must be disqualified.

I am also not a Vizsla person, but your dog seems to be built right with a lot of leg and should cover the ground just fine. Plenty of muscle there. I wouldn't worry about it. Build him up with light exercise. Navhda water work might be a great idea, especially in the heat of the summer. Swimming is perhaps the best low impact way to build and tone muscle and increase endurance.
