I can't say for sure.

I’m not scientist but I don’t believe that to be the super harmful Cyanobacteria. That looks like run of the mill fibrous pond scum. We’ve been having issues w the blue green algae where I live in south Florida and it’s a killer. It looks more like a green film/plume on the water. Once it starts dying, it starts turning blue and releasing all sorts of nastiness. Stay away from that stuff.
