I saw that on facebook. Snare requirements are not the same for all states. Some states like Wisconsin only allow "cable restraints", not snares. The difference is a restraint can't lock down on the dog, they are just like having a dog on a leash with a choke chain on. What that video doesn't show is the spring driven snares like a Ramline. I seriously doubt you could get to a dog fast enough to save it in a Ramline of similar snare. Good video though.
