whoa command

i have a 1 year old german shorthaired pointer she finds the bird and points but when i give her the whoa command she likes to circle the bird like she is trying to get a better when is this just her not knowing the wind. any thoughts....

she was never whoa broke but she is getting better i have had people who go with me hunting saying she is still young and will start to hold her point she doesnt bust birds she just circles them

cause she wont hold it she will circle it and i guess try to get a better scent

went out today and didnt say anything to her she did great just i think she circles cause she knows im going to flush the bird for her but other than that did great killed 10 pen raised birds and got into some wild ones didnt kill the wild ones cause they flew she didnt bust them they were just educated.
