Gary Ansell sells a 209 primer insert for a single shot shotgun that works pretty slick.

You can just re-prime a shotgun shell or reload it using white millet or rice. You can also buy them, they are called "poppers".

im trying to go the cheap route. I loaded a shell with a 209 primer and it wasn't loud. I am looking for the sound but without the wast of the lead.

Re-primed shotgun shells work for me. No problem with the noise, clearly loud enough as it causes the dog missing out on a training session to scream his lungs out, drives me insane.
