Winter Chain Gang

Hey all,
I was curious as to what you all do for a chain gang in winter. I live in Minnesota and its about to get much colder here very soon and I was just wondering how I could accomplish the same task in the winter. Can a dog handle being chained out for short periods on winter days with no wind? I thought about rigging up a chain in my garage and throwing a heater out there for winter, anyone else do this? Temps here might get in the low 30's to the 20 range here soon and Teens/single digits are not out of the question. Any response is much appreciated. Thanks.
