how do you post pictures on your webpage from your pc?

You have to save the pictures on a site somewhere that offers the pics up as URLs. E.g., Photobucket. Each is a little different. Here is a general set of steps.
1. Save the pictures from your PC to the photo site.
2. The site will have a way to display the URL of the picture. Copy the URL.
3. Create the post that you wish to display the pictures into.
4. Select teh Img button in the line of buttons above the text window.
5. Paste the URL after it.
6. Select the Img button again. You're done.
On Photobucket, all you have to do is mouse click into the "Image" window below the picture and it will copy the whole deal and all you have to do is paste it into a post. None of the other steps required.

If this is for posting pictures on GDF, you can likely utilize the GDF Photo Albums instead of relying upon Photobucket or another 3rd party provider.
