A newly introduced bill, Rhode Island House Bill 8205, which seeks to limit all Rhode Island dog owners from owning or harboring any dog six months of age and older that has not been spayed or neutered is scheduled to be considered by the Rhode Island House, Education, and Welfare Committee tomorrow, Wednesday, May 21, 2014.

It is vitally important that all concerned Rhode Island dog owners and breeders, all Rhode Island dog clubs, and all Parent Clubs contact the members of the committee TODAY in opposition to this proposal.

WHAT HB 8205 WILL DO: As introduced, HB 8205:

Limits all Rhode Island residents from owning or harboring any dog over the age of six months that has not been spayed or neutered.
Provides limited exceptions for certain individuals including persons who hold either a license to keep an unaltered dog, or a license and permit for breeding dogs issued by the animal control officer for the city or town in which they live. An exemption also applies for dogs that, due to age, health, or illness, it would be “inappropriate” to be spayed or neutered.
Mandates that an “intact” permit be issued to the owner of an unaltered dog if the owner signs a written statement that such animal will not be allowed to breed unless the owner has first obtained a breeding permit.
Leaves to the discretion of animal control officers whether an “intact” permit may be issued to an individual who refuses to spay or neuter their dog.
Sets the fee for the “intact” permit at $100 per year per dog.

THE AMERICAN KENNEL CLUB OPPOSES HB 8205. On principle, we oppose the concept of breeding permits, breeding bans or the mandatory spay/neuter of purebred dogs. Instead, we support reasonable and enforceable laws that protect the welfare and health of purebred dogs and do not restrict the rights of breeders and owners who meet their responsibilities...

This is just as idiotic as having to pay more for pet lic, because my dog is intact.

Legislating personal responsibility , but more sinister is making owning a even breeding dogs more expensive in hopes of making less people own and breed dogs.

I believe I just read that this was tabled yesterday. We can only hope it's indefinitely!

Yesterday, the Rhode Island House Health, Education, and Welfare Committee held House Bill 8205 for further study. This means that the bill was not approved by the committee, but that it may further consider the bill at a later date during the remainder of the 2014 legislative session. The AKC commends the many Rhode Island dog breeders and owners, local clubs, and parent clubs that contacted the committee in opposition to the proposal...

Rhode Island Alert: Resolution Mandates Study on Statewide Spay/Neuter

House Resolution 8376, a simple resolution (i.e., one that was passed only by one legislative chamber) creating a special legislative commission to “study the requirements for the spaying and neutering of dogs”, was introduced and passed by the Rhode Island House of Representatives in the final hours of the legislative session. While resolutions generally do not have the force of law, this resolution follows on the heels of House Bill 8205, which unsuccessfully sought to restrict, with limited exception, all Rhode Island dog owners from owning or harboring any dog six months of age and older that is not spayed or neutered. Both efforts were principally sponsored by Representative Thomas Palangio.

The resolution requires the special legislative commission to consist of three members of the Rhode Island House of Representatives, two “members of the American Kennel Club”, one member of the Rhode Island Branch of the American Rare Breed Association, two Rhode Island animal control officers, and one member of the Providence Animal Care and Control Center, all to be appointed by the Speaker of the House; the Director of the Defenders of Animals or a designee; and the President of the Humane Association of Northwestern Rhode Island or a designee. The commission will meet upon the direction of the Speaker of the House and is required to report its findings to the House of Representatives by February 3, 2015...
