Here is an article dated yesterday (02-08-20) that says the shock collar provision of the bill has been removed.

I hope what that article claims is true but the version I posted is the current version displayed on the State Legislation website and it contains the ecollar prohibition language.
I also see in testimony presented at hearings on 2/7/2020 numerous parties presented testimony regarding ecollars as can be seen here. Would make me think the language has not been removed or why is it being discussed in Hearing?

When you consider the fact that this is one of the most liberal states in the union this is no surprise. Law enforcement is rather lax on most of the islands so it may not matter much but it will cater to some. Typical feel good legislation.

If it passes in Hawaii it will spread to CA then OR then the east coast ...
